About Care at Home Reading
Local Home Care Provider
Who leads the service
Care at Home Reading Ltd was founded by husband and wife Silviu Pop and Anca Tintelecan, who share a long-standing commitment to delivering dignified, person-centred care. With experience of operating a large care home overseas, they understand the importance of structure, stability and investing in people. Their vision was to create a local home care service built on genuine relationships, consistency and trust.
The service is supported by an experienced Registered Manager with over 15 years’ social care management experience across both large and smaller providers. Leadership within the organisation is hands-on and present, ensuring that decisions are thoughtful, compliant and always centred around the wellbeing of the people we support.
Our background in care
Our leadership team has been delivering home care services in Reading and Wokingham since 2014. Over the years, we have supported individuals with a wide range of needs, building strong working relationships with families, healthcare professionals and local services.
This long-standing presence within the community provides a detailed understanding of local expectations, referral pathways and standards of care. Our experience ensures that the support we provide is not only compassionate, but carefully organised, responsive and aligned with regulatory requirements.
Safer recruitment
The safety of the people we support begins with the people we employ. All care professionals undergo a thorough recruitment process, including enhanced DBS checks, full employment history verification and appropriate references.
Beyond qualifications, we carefully assess values and integrity. We look for individuals who demonstrate kindness, reliability and respect, qualities that cannot be taught but are essential in providing meaningful care.
Our commitment to compliance
Delivering high-quality care requires more than goodwill; it requires clear governance and regulatory oversight. Our service operates in line with Care Quality Commission regulations, supported by structured policies, robust documentation and regular internal review.
With years of experience managing regulated services, we understand the importance of safeguarding, accurate record-keeping and proactive risk management. Compliance is embedded in our daily practice, ensuring families can feel confident that care is delivered safely and professionally.
Our approach to continuity
Consistency is one of the most important aspects of home care. Familiar carers build trust, reduce anxiety and are more likely to recognise subtle changes in wellbeing.
We aim to keep care teams small and consistent wherever possible, ensuring individuals and families see familiar faces. Clear communication and stable scheduling help create a calm, dependable service that people can rely upon.
Supervision & training
Ongoing supervision and professional development are central to maintaining consistent standards. Care staff receive structured induction, regular supervision meetings and formal appraisal processes.
Training is refreshed in line with current best practice guidance, and we encourage reflective practice to ensure learning is continuous. This structured support enables our team to remain confident, competent and responsive to changing needs.
Our CQC status
Care at Home Reading Ltd operates in accordance with Care Quality Commission regulations. Our registration details and inspection outcomes are publicly available via the CQC website, reflecting our commitment to transparency and accountability.
We view regulatory oversight not as a formality, but as an important safeguard that supports continuous improvement and high standards of care.
